I've also had it take minutes for lifters to pump up, after changing pushrods. When you rotate the engine by hand or release pressure on a lifter by removing the rocker then put it back, there's no oil pressure, so the oil can drain out of the lifter, not the same as just shutting off the engine. At least that's my guess.

success
i removed the valve covers and torqued everything down.i did find 1 rocker that i guess i missed when torquing them down the 1st time(my bad) and 1 other that wasnt loose but the torque wrench cicked a couple of times .anyways thanks to everybody for their help and thanks colorado for setting me straight on how to tighten them.it started up no clatter.
