Default Timing Chain Question

I am in the process of setting the timing on my 06 5.3 build I ahve the crankshaft at 12 o clock and the camshaft at 6 o lock..My question is the aftermarket timing chain is a Meiling and it has a black link and I was wanting to know the purpose of it ?

The link is likely the master link and is unrelated to timing.
Just align the dots on the sprockets and you will be fine.

For the camshaft bolts im reusing the old ones. Can I get away with using permatex threadlocker blue on the camshaft bolts?

Factory spec is 22ft-lbs, that absolutely will not stretch that Metric 8 Grade 10.9 Bolt so the factory ones are fine. LocTite is not needed.
