When I put my LS6 cam in, I tightened them all to 22ft/lb, rotated it and it made no difference. None of the bolts moved from the previous position.

The rest of the car has been apart also, so I believe I have rechecked all the other work. It was by a speedshop on the board, but I will keep the name private.

I have noticed the same thing on 2 cam installs, seems the springs being compressed have little to do with the torque value on the rocker bolt. Never hurts to make sure though.

You will reach the torque value with the springs being compressed, but not necessarily the required bolt pre-tension between the mating surfaces.
