in-lbs to ft-lbs?
Most ft-lb torque wrenches aren't going to be incredibly accurate at the low end of the scale. You may still want to invest in an in-lb torque wrench.
Serioulsy though, a ft lb torque wrench will usually over torque the bolt. It would be a good investment to purchase a small 3/8" drive, or 1/4" drive in/lb one...
