Default cam/valvetrain upgrade or STS turbo??

I've been looking into this for awhile and can't decide which route to go.

Right now I have a full bolt-on 99 SS, 6 speed, 4.10s. I have looked into many different cams and I think it would be safe to say that I could get 380 - 400 rwhp with my existing bolt-ons and cam swap (I would also put in new springs, titanium retainers, pushrods, oil pump and timing chain). For the parts, install and dyno tune, I think I would be in the $2000 range.

I got a quote from STS for a complete system for my Camaro (turbo system, blow off valve, bigger injectors, fuel pump, tuning, etc. - a complete system) and that would be around $5,500. This set up would be good for around $440rwhp.

Is it worth the extra $2,500 for 40 more rwhp? Would the STS option be that much faster? A buddy of mine has the same set-up I have plus he has the cam. He is trapping around 118mph in the 1/4. Would the STS trap much more than that??

I know, alot of questions, but I just want to do it right.

A nice cam and possibly some cheap ls6 heads would be a great deal more cost-effective than the turbo but your car won't sound like a jet then.

sts car will be alot faster than a cam only car.
the hp might be 440, but the tq will be alot higher also than a cam only car
for 5500 you could just do an ATI D1 procharger and be done.
