Default Should I have the bowls ported on my heads?

My head porter didnt do it at the time when he was porting them which was in 98 so his design is a little out of date.He said he would like to port them now because back then he heard if you did that it would slow down velocity some what.He was very new to the heads and didnt want to take any chances.What should I do?

Yes, properly done bowl work and a good valve job will be worth the money. This is where most of your gains will be found.
