Default NEED SOME HELP HERE!! Fuel related

I put this in the internal section becuase I normally get the most feed back here. I have a 99 SS that came from the factory with the plastic fuel tank. But what I need to know is; can the plastic be considered a fuel cell? Or does it have any type of liner on the inside of the tank that would help prevent a rupture of the unit if dented? To run in the Super Sport class or have a 180mph tech speed, the Silver State Classic rules require a fuel cell. But some cars are allowed to waive this rule becuase they have a tank that meets the "cell" requirments. I know that my tank is plastic but would it meet the "cell" requirments like some of the others. I have talked to some of the officials and they said a written letter from GM would suffice, if GM said that it met the neccessary requirments then the stock unit would be fine. So how does a loley little guy like myself get ahold of GM for this kind of documnetation? Or does anyone here know how I might be able to argue this point.
