It will eventually get to the point where it won't read 0%. If it get's too high, it may throw an SES light.

Its what the throttle actuator sits on. I guess that's what you would call it. Its what the cable hooks to. Pull it up and its right under that.
To the OP that's most definately what you need to do to get it to idle. That's how I did mine.
