Exactly what causes this crap...

What caused this black crap and how do I get it off all the covers? The solvent in my parts washer wont touch it.
Maybe lack of oil changes???

I've been trying to convince my mom to change her oil more often but my uncle keeps telling her its ok to go 15,000 miles with Mobil1 extended life oil. I'll go 5,000 with regular Mobil1 in my 2002 Silverado 6.0L but no further no matter what. How do I get this **** off these covers? The thicker stuff scrapes off ok if its a flat spot on the cover but this stuff is nasty...
