Personally I allways degree when doing cam installs. Your average joe dosent usually have the equipment or knoweldge of valve event timings. Mostly its i want more power and this will give me what i want. You also have to take into consideration not everyone has another vehicle so they trust the supposed professional's and manufacturers to actually produce something up to the spec's it should be. Unfortunately most of us know thats not the case.
It also depends if you are just tossing a cam into your stock setup or using after market or modified heads. Is it smart to check things are as they should be yes. Everything depends on the aplication.. Just my .02
