I'm confused when you say you can't degree the cam cuz it's installed? You can only do it when it's installed. Degreeing it just double checks all the manufacturer's specs and makes sure your camshaft is in sync with your crank. But you can get PTV tools through summit or jegs, a local race shop might have some too.

When you degree a cam you must have adjustable timing gear set and most that you find is set to adjust in 2* (+ or -) increments, and if you find a cam that is out that much from the factory , i would look in to finding another cam. Most high end cams these days are ground extremely accurate. If your degreeing your cam to help check the PVC you might be to tight to begin with , You need no less than .100" int & .080" ext. piston to valve clearance.

If you do buy a kit with a degree wheel, find one with a smaller wheel like a 9" so it doesn't hit everything in the engine compartment. Example:

Wondering if rather than a degree wheel you can mark the damper or pulley. If you know the radius you can figure out the distance between marks and just mark it every 2 degrees before and after TDC for 20 degrees. You don't have to be super accurate on TDC like when degreeing a cam since you have a sweep that looks for the minimum clearance. What gaskets are you using for the installation?
