Yes, its the cheap plugs. Look at the top pic comparing a new with an old plug. Do you see the difference in center electrode length?? The new plug is of a different heat range than the older plug. It is hotter. The older plug has a more recessed center electrode thus is colder. If both have the same number that should give you a clue as to the quality control. Just install a set of Autolite 5245s, or better yet, 5243s (colder). They are about a buck a piece at Rock Auto or about 2 bucks at O'Reilly's.
BTW, the heat band is near the tip before the strap bend. Ideally, you want the heat band in the middle of the ground strap. Near the end is too cold. In the middle is great, while near the strap base (plug body) means its too hot.
