I had the same sound and pinpointed it to my IAC 'port' in my throttle body. I have a FAST 90mm intake and I forget who's throttle body, but it's the one that Venegance was selling.
When I started the car, it was really loud, but noticed it got quieter as the car warmed up, but never went away. I originally thought it was a pulley, idler or tensioner, so I started the car without a belt, but since the car was already warm, I didn't hear the sound and thought it was one of the pulleys. So I went and pulled each of the idlers, and tensioners, checked the bearings, repacked a couple with grease, and reinstalled and the sound came back. I was pulling my hair out.
So by coincidence I started the car without the lid on and just like posted above, the whistle was really loud. But I started looking at data while logging, and as the IAC motor closed, the sound started to decrease. I tried an experiment, and adjusted the IAC park position from the factory set of 300, down to 200 and restarted the car and the sound decreased, but didn't go away.
So I pulled the throttle body, and noticed that the IAC passage is like a circular knife edge, so with a little bit of fine grit sandpaper, I tried knocking down that edge. I didn't get crazy with it, I just wanted to roll the edge.
Listen to this video and see if it's similar to yours.

you say you have the LS6 PCV conversion done and then you said you have the pcv valve in between the valley cover and intake manifold..
with the newer LS6 PCV setup you dont need an external PCV valve since its incorporated into the new valley cover.. just get the GM hose that connects the manifold to the valley cover or a hose that routes to a catch can and back.

I had my cam repolished by Comp Cams and the noise is gone!
Here is the video with the sound:
Here is the video after the cam was repolished:
If you have the same problem then the cam needs repolished, if its a Comp Cam, contact Greg Rollins (Sr Warranty Tech) at Comp Cams, 1-800-365-9145 ext 1493 and he will help you out.

Very interesting.
I wonder if it will hurt anything having a cam that sounds like that in the car for an extended time? I can't hear that sound anymore thanks to the procharger, but if it's going to be an issue down the road, I might as well do a cam swap if I'm going to pull the cam anyways.
