Forgive me, i have not done the research. I take it that this kit bolts on to stock LS1's no problem?

Not a problem to answer Yes. It is a direct replacment and uses a 90mm TB.

N8 will those rail brackets bolt right on to my existing ls1 (speed inc bought) rails or no? if so i would need just those.

also my 98 car no traction control has a cruise cable and a throttle cable, your TC bracket would need one more notch to work for me

The mounts will not work on the old LS1 rails they bolt from the bottom of the rail and at different space apart. We had to make complete new rails. You are in the 9's and retain the cruise? Sorry only one notch for now.
