I think that might depend on how deep your rash is. In his pics you can see that the "Alcoa" is still legible. I would think that plastidip would hide scratches to some extent, but it's not thick enough to mask a deep rash.

Honestly I wouldn't use any kind of wheel cleaner on them. I would imagine the cleaner would eat through the paint.
I just wash mine with the same mitt I use to wash the car with and they clean up fine.
