08 impala SS winter: Tires / Block Heater

Tires
So I went to Kal-Tire to get a price on some steel rims / winter tires (and TPMS sensors) and they gave me only one option, $2100.00.
The person at the counter said that with my stock brake package the smallest rim I can run would be an 18 inch... but at a staggering $150.00 a pop for refurbished steel rims I decided to take a look around.
Called another place (the cheap place) and they say I can run 17's and that their wheels only cost $59.00. The tire/wheel package would run me $1200.00, which is way closer to what I'm looking to spend.
So, Has anyone run 17's on an 08 imp ss? can it be done?
Block Heater
Bought my block heater today since my car didn't already have one. I'm just looking for a little advice on the install, and if you have a picture of the exact spot it goes into the block that'd be great. I know its on the front (or technically 'side') of the engine, near the header...
I can figure out the block heater so it's not a huge deal, but the tires i'm worried about. I dont want to dump $1200.00 and find out the rims hit the brakes...

I am running 16 inch torque stars off a Grand Prix with snow tires for the winter.
I bought the rims off a gp forum for 175 bucks and the tires were $460...
There are no issues with running 16 inch wheels on our cars.

you could go lower then 17, i have the gxp and the calipers are much bigger and the smallest we can run is 17 . i have no issues what so ever with the 17 inch so you most defiantly will not, u would be fine with 16's im sure.
just look for old mustang or grand prix rims. they are everywhere
