Is there any slack in the line? I would look at the TB and have someone sit in the car and I would see if the TB is all the way closed when the pedal is not pushed and check to see thet the TB is all the way open when the pedal is put to the floor. Furthermore, I would try to read the TPS readings when you have the pedal pushed all the way open. I bet that when you think you are going WOT, you aren't, and your TPS is not reading full voltage, so the computer is not telling the tranny to downshift. Just a thought.

No, I think that your cable is not adjusted properly. There is a little black box like thing inline in the cable. It's for adjusting the tension.

Its almost like an E clip, you pop it out of its seated position, then pull on cable or push it in untill the throttle is closed completely, then by hand open the throttle to WOT, see if when you push the gas pedel it goes just as far. If it does not you need to push the cable in some more (increasing tension), making sure not to take the throttle off its fully closed position.

Usually on the bulk head/firewall. Follow the throttle cables back to the bulk head it will be mounted somewhere in the engine compartment. I have a 96 z28 and mine is right under the cowl.

You installed the cable, you didn't see it? Trace the cable back towards the firewall. It should be back there near the brake booster I think.

so its adjusted when its out of the hole in the firewall and its adjusted by pushing/pulling the cable until it has the right tension and when it does its held into place by putting it back into the hole in the firewall?

No, there is alittle clip, you have to pull it off and it allows the cable to go more in or out of the little box. Then when the tension is right, you put the clip back on and it locks it into place. I wish I had pics.

5 minutes of your time and a pocket screw driver will get the job done. Its not hard at all.

I looked at the old throttle cable I had which had tcs and I saw the black box, however, the non tcs cable which I have now doesn't have a black box but a circular looking thing going into the firewall...would this be what I need to adjust

All I can tell you is to just tinker with it until you figure out how the adjustment works. I wish I could help you more.
