What Voltage Should Opti Harness Put Out?? i wanna check the harness wires to my opti to see if opti is bad... what voltage should the wires read??

From your other thread, I would test the resistance (ohms) through each wire of your opti harness. A new one is like 30 bucks also. You also can't rule out that the opti itself is bad and not the wiring.
