Well, I guess unless someone else has a FIX for the issue that I'll be looking into SLP's manual swithches. It's just hard to believe that there is a failure somewhere and no fix for the failure/ issue. Is Shbox out there somewhere?

Do realtime monitoring of the computer and see if the fan(s) are being commanded on. A ground is sent from the computer to the relay(s) for operation. Use a meter to see if the ground is getting there. You can follow the schematics on my Tech Page.
You can also check the operation of the w/p temp sensor while you have it hooked up for the realtime check.

Oh wow, so since this car is a 95, this could be one of those crazy gremlin, trouble-shooting jobs huh? I'm going to try and work off shbox's info and check the PCM. I thought that if you jumped 5 & 6 that did a "sanity check" and confirmed that the PCM and relays were operating correctly?

It does prove they are capable of coming on and that all the wiring is intact, but it does not tell you what is happening when the temp sensor gives it's info to the computer and the computer turns on the fans. It's best to monitor it during the scenario that they don't seem to work.

I have a similar problem. My resistance across the right fan motor is 3.1 Ohms and the left is OL (infinite resistance/no circuit). I have seen the right fan work but not the left. Does that mean my left fan motor needs to be replaced? I am getting battery power to the left fan motor.
