no volatge on the dist ref. low signal wire?

So I was just testing my opti and discovered I have no voltage on the pink and black distributor reference low signal wire on the opti harness between the opti and PCM. this wire only leads back to the PCM correct? so it must be severed or pinched somewhere between the PCM and harness right? it couldn't be a problem somewhere else like the coil? the connections both look good but I haven't pulled the wires out of the sleeves yet, just making sure I'm thinking correctly here
..surprised it even runs w/ no voltage to one of the opti wires.

can anyone tell me if this dist ref low signal wire is supposed to be reading ~10volts DC or should it be pulsing mV's AC? on shobox's site it says 10v DC but I've also been told mv's AC?
