93 Trans Am Speedometer not working!

I have a 93 Trans Am.
At first I was told it needed a new cluster. They put in a new cluster, still didnt work. Then they put in a new speed sensor still didnt work. They said it must be something in the wires then, but today they said all the wires were fine.
They said they had the car put up today and had it going around probably 70 MPH and the speedometer would move up to 10 mph.. He said electric is getting to it but it's probably the computer chip.
Any idea what the problem is? Is it most likely the computer chip?

Remember, speed density cars use the 4l60/700r4 not a 4l60E, so your guages don't read like the 94+ cars, they are electric, ours run the same as a 700r4 with the little plastic gear in the tailshaft. That's why you need to change that gear when you change the rear gear ratio and you can't just calibrate it through the computer.
