What about clayton racing engines? They sponsor here but the ready to go splayed forged short block is $3400, That seems high but after I have everything done I could see myself spending that much building it myself plus they blueprint the block, compstar h beam 6" rods, compstar crank, and billet splayed caps.
This block along with LE3 heads and a Lloyd killer cam should make 420-440 rwhp, I would hope. And of course ALL the supporting mods.

A stock block will make 400+, and I would trust the site sponsors. My Le2s on the stock block with a dana S60 rear end made 415. I think your goals should be fairly easy with a 383 and some LE3s. Also I believe you need to flycut or get special pistons for the LE3s big valves. Double check with Lloyd on that.

Mike you're right...you would need flycutting on the stock pistons to run LE3's. That's straight from Lloyd. When I did my build I learned a ton from Lloyd. I basically told him every part I had and what I wanted out of the car and he specced everything. I really wish I never parted it out...one of the dumbest things I've ever done. The only part of the car that was not bulletproof was the rear. As far as the actual question from the OP. If you have all the complementing parts there's no reason you shouldn't see 430+ rwhp not to meantion some wicked torque (with good tuning of course).
