You can do a mail order tune, or buy a Hypertech Power programer. They allow you to change things at home,like the speed limiter, rev limiter, fan settings for 160 stat, correct speedo for gear swaps or tire changes, lets you firm up trans shifts and shift points on autos, they also have a power tune but it dont do much for power. I think they are great for a bolt on car thats still going through changes.

I think another question he should ask, will a hypertech work on a car that still had a chip in the ecu? Considering after '94 you just straight plugged into the ecu with a programmer through the diagnostic port .

Just be careful man, some kids don't realize how fast these cars are and how easy they are to get out of control.
Is he sure it hit a limiter??? maybe its down on power, How many miles? fuel filters get clogged easy on these cars. My 2000 z28 had 99,000 miles when I changed mine, I cut it open and I was surprized at how much **** was in there. Its so cheap that I replace it every 10,000 miles.
If your filter gets restrictive you run the risk of overheating the fuel pump as well and thats why most fuel pumps go bad. Do an overall tune up.
plugs, wires, air filter, oil change, fuel filter, clean MAF.

i have a 95z as a weekend driver and well the other night me and my buddy in his built lil honda ran from a dead stop..i took off t/c and shifted it myself(its automatic ive gotten more power out of it like that) and well of course i beat him pretty bad being a b4c car and all but ....i hit around 107mph as well it over rev'd to about a little over 6k twice and then it kicked into overdrive and kept going its the second time it does it...but it your case sounds like a tranny problem sir check your fluid because when i got this lil bad boy it would act the same way as yours until i serviced the tranny myself
