code po400 is a egr flow malfunction code. goin by the pic it looks like you circled the evap purge solenoid, again goin by the pic. The egr valve is located at the back of the intake manifold, on the driver side. You should have a egr solenoid and valve back there unless its been deleted...

Need a better picture. On a stock f-body, the only thing in that area even remotely close is the fresh air supply hose for the PCV system.

What's circled in the picture is not the EVAP purge solenoid. On the other hand, his description with the third fuel line makes one think otherwise. Perhaps the OP didn't circle the right part.

I zoomed way in and your right, its not the purge valve but it is part of the EVAP system. I personally don't know its name or function. but if I had to guess it feeds the fuel vapors into the EVAP system since its plugged into what I assume to be the fuel line that takes the vapors.
so who knows for sure what its name & function is?

Here is a blow up pic http://shbox.com/1/1996_evap.jpg The part you are looking for is #11 I believe its called a purge switch. Basicly it lets the pcm know that the purge solenoid is working. They only started using them in 96 with OBDII.
