It is definitely a bad ground. Because the ground connection isn't good, the current will find the path of least resistance to exit the bulb. It could go through another element and cause that one to light. Like I said eariler, I'll bet you the ground in the front socket is bad. Replacing the socket will more than likely fix your problem.
Hey bringing back my old thread. It somehow fixed itself back in july but now it came back and refuses to work. Bulbs are good, and the grounds are good in the car.
Do you have a part number for the Flasher that is under the console in the car? I never replaced it nor touched it and I know this has to be the culprit.

It has one flasher for the hazards and another one for the turn signals. Just interchange the hazard flasher for the turn signal flasher and see if now turn signals work but not the hazards. If it does, theres your answer, just buy a 552 flasher.
I had the same problem except it was only with the passenger side, i found out that one of the tailight sockets had a bad ground, i got a new one and it worked fine. Hope maybe this helps, goodluck!
