My buddies 94 Z did 12.01w/ a 1.50 60ft can't remember what the mph was. It has a gm hot cam 1.6rr ebay stainless lts and y pipe built 4l60e w/ a yank 3600 stall dynoed at 340rwhp subframe connectors 4pt cage kyb adj shocks drop springs nitto 555 3.73s and massive weight loss (sway bars impact bumpers carpet gutted dash washer bottle anything not nesscary). I would approx 400lbs to 500lbs.

My car has ran 13.024@102.XX mph with Ebay headers, y-pipe, SLP LM2 catback, untuned, 3.73's, Yank SS3600 at ~2300-2400 DA on bald M/T ET Street Radials with too much air in the tires and stock wheels. We tried to make one last pass after airing up the tires but they closed 
I don't see any reason why you shouldn't get your 12.99 goal with a good 1.6-1.7 60 foot. Also depends a lot on DA, track prep, yada yada yah
