I was debating doing this with my projector mod. Here's the level I like them at:

And threehonks, you said you don't like pop up lights. They do sell a kit to do away with the pop up lights. It doesnt look bad imo. Kinda pricey but it seems simple enough that someone could fab something up rather easily.

I looked into doing this, and it's on my eventual To-Do list. Essentially you need to create a new arm/linkage for the motor to headlight frame. Then adjust the length of the pivot point to get the height you want. The real challenge is finding/making the headlight assembly work on a LT1 car due to the singe headlight.
When you do the lazy-eye, you loose a lot of room. I was looking at a Bi-Xenon Projector with a smaller Driving light next to it; and it was going to require some significant fabrication to fit and function properly. (IE: radically cutting/rebuilding the headlight frame, possibly notching the core-support, vacuum-forming a lens for in front of the projector.)
I believe someone on CZ28.com did built a set similar to what I have planned, I don't know if he ever got them finished though.

I have yet to see 1 LTx Firebird with non-popups... AFAIK they were never made. If you look at the vertical distance the headlights have, it would never work unless you light was ~ 1" tall. You'd have to do a really FUGLY bump upwards to be able to get any decent light out of it.

And also looking at that from a lighting standpoint, it looks like there's about 1/2 the bulb above the bumper so the light output would be horrid.

I know this isn't what everyone is specifically talking about but we offer a true plug and play bixenon projector headlight retrofit for 93-97 Firebird. It's not cheap but there is nothing on the market that performs nearly as well.
