Maybe you hooked up some hoses in the wrong places. There was a similar thread like this a while back and the guy ended up crossing some hoses or something. May want to check into that. If you can see water moving with the radiator cap off I would think that the pump and thermostat is working.

I had thought the same but the way i have all my hoses routed it would be impossible to make an error..they just wont reach opposing spots.
One thing to note.. when its reading hot it still runs perfect .. no oil smell or odd idling...which also makes me thing something is possibly up with the guage.. but i will go ahaed and pull the thermostat and do the boiling water and eyeball the radiator for flow with no thermostat in for safe measure..what a pain..but better safe than sorry.

Also on top of the radiator not steaming water that is poured over the radiator, the heater still warms up and didnt feel like 200+ degree heat coming out of it on my way to work this morning.

So i drove home yesterday (30min drive home) from work and the guge got to 240-250 and popped the hood and out of curiosity poured a little bit of water on the heads to see if it would even steam off of them..it did not even evaporate..So i really dont think this sucker is getting hot at all. And on my way in to work today I got on it a few times and noticed by the time i got to work(same 30min) temp guage never went over 210!?!

Opinions?

Have you tried a mechanical gauge reading from the drivers head?
