Well that wire should be 12v. Check it to make sure it's not shorted/broken.

nothing is visibly wrong with the wire. It has .5 ohms of resistance as well on it.

.2 ohms would be ideal, are the wires in the bulk head loose at all? And you said all fuses are good and nothing is blowing? 12v should be there for 2 sec when key is turned then it should drop, it only stays at 12v while car is running. i have had to replace the bulk head in the past due to over heating and wires shorting out.

checked the red connector on the pcm. Im not getting sufficient voltage at the fuel pump raley controll or the fuel enable. So does that mean the theft deterent module might have something to do with it?

Yes, but that is not the correct way. I'd break down all the wiring..might be a short.

i was just curious if i could do that to make sure the rest of the system is working. Where can i get wiring diagrams for both a 94 lt1 car and 96 V6 car?

I thought that if the pcm wasnt tuned to have vats disabled it wont start unless you bypass it right? Wouldnt that be your issue in itself is that the vats is preventing you from starting the car?

I just don't understand why the VATS from the 96 won't work with the 94 pcm

The little Key Chip is registering differently in the PCM's..96 is set for one and the 94 is set for the other.
