I would re-plug every plug you can (un-plug them and re-connect them). Then check all the grounds.

Test the power coming from the ignition switch. When the key is in the on or start positions, the ignition fuse should have power. Check this fuse for good power. Leave the fuse installed. Using a volt meter, touch the test contacts on the fuse.

Is your security light on?

Do you smell fuel?

Usually extended cranking with good fuel pressure but no spark & no fuel indicates a bad Opti.

I am going to assume you aren't throwing any codes. No spark. You checked ICM and OPTI is new. Grounds are good and tight (I would double check battery negative, I know it sounds rediculous but trust me on it). I would try replacing the coil or at least testing it since you are not getting spark from that either. Aside from that, I would make sure none of the harness pigtails are broken that lead to opti, coil or icm. Finally, and relatively simple, try reading codes from your PCM. If the reader can't communicate you may have a bad PCM. I would also suggest trying to unhook the negative cable for 5 minutes and turning on your headlights (to get rid of excess voltage). This will reset the PCM. Hope something here helps.

He already swapped in a known good coil.

Good idea though, checking for codes.

Not all codes will trigger the SES light.

Any friends at a car dealership or shop? My guy Little Joey can bring the tech tool home overnight from his workplace.

Don't forget to check for power at the fuse OR ignition module plug while the key is on. It's the pink wire in the ignition module plug:

Ok just got done outside. Ok its not thinks its getting fuel ether(pulled a spark plug after trying cranking and it was clean, and i didnt smell any fuel). All my grounds are tight, i disconnected the battery for 5 minuets like said, and checked voltage in the icm's pink wire and the ignition fuse and its got 11.8x volts.

OK it's starting to look like an Opti issue. Without the proper signal, neither the injectors or ignition will fire.
