What he said. My sig says it all!!! I have one of the fastest stock casting head HR cam with OPTI Impala SS in the country. I had Lloyd Elliot heads. Great heads but Not AI heads. And still drive it on the street.

With a 5k budget, there is neither room nor need for the added complexity/issues of forced induction.
As said above, a topend package from Advanced Induction is the surest route to a streetable 400+ rwhp. All it takes is competent assembly, a good tune, and you're there. And you take whatever is left and put it into a COMPETENT tranny rebuild. A stock tranny with many miles and without something like a Transgo kit will not last long behind 400 hp.
I'm running an AI cam with 228 intake duration making 425 rwhp. I'd recommend just a step smaller on a stock cube engine, to put the powerband at a lower rpm for more street than track purpose, which would still exceed 400 rw.
