There are baffles in the stock ss hoods. They direct water around the air filter to channels in the hood and it dumps it near the front of the hood. There are a few small holes near the hood latch area.
I cut all the baffles out of mine and got caught in the rain. Never had a problem.

If that hood is not your original you may want to take a look in the scoop to make sure the baffles are there. Some crazies thought they were impeding flow so they cut them out, only to post later what a mistake it was.
According to the Car and Driver article when the 1996 SS made it's debut, SLP allegedly drove the car through deep water at certain speeds to ensure water would not get through the scoop into the intake. I've driven mine through torrential downpours when it was stock and it never missed a beat. Most of that can be credited to the fact that the intake in the scoop is located in an extremely dead spot on the hood when it comes to air flow.

I've never had a problem with my Ram-Air hood so far and it's been in some heavy rain. Which is kinda weird cuz I have to change my air filter every year just because it's always filthy just from highway driving and full of bugs! haha
