The b-bodies aren't that bad on gas, people see the size of them and cringe BUT they still have the aerodynamic profile of a CAR so while they are as long as a truck and as heavy as what older trucks were they still get decent mileage.
I get 18mpg or so mixed driving with my car, based on performance the HP is nearly twice stock, it has 3800stall and 4.10s considering the HP/and drivetrain I call that pretty damned good.
Oh and a few folks were discussing octane, the b-body stock programming is for 87 octane, I might try 89 and see if it makes a difference but I would not waste money on 91-93 unless I had it reprogrammed for such.

I have run LT1s out of oil, at high temps for extended time, low oil psi, clogged exhaust systems, massive exhaust leaks, hellacious driving conditions, etc etc. Never once have I had a problem. And I have my car on the strip EVERY WEEKEND. Multiple passes. LT1s are very solid motors. Never failed me yet.

Everyone still gets hung up on engine condition.
Injection nearly ended bore wear, at least compared to old carbed stuff that washed down the cylinders during choke operation.
Far as a mileage failed engine you don't hear about that anymore, trannies on the otherhand can be a legitimate concern.

I agree, since Ive been tearing stuff up, it is easy to tell when you look at a bore of a motor if it was carb'd or FI. Now bearings are a different thing and that all depends upon a persons oil changing habits.
Since the guy though is unable to run it for you really talk him down, use it as a major haggling point.

Best thing about the fleetwood, is that if it was equipped with the factory HD tow package they were rated to tow 7000 lbs! They are kinda hard to find though with the tow package, but if I could find one I would LOVE to use that big old boat to tow my Camaro to the track, an LT1 towing an LT1.

Far as a waterpump I just use whatever your favorite local parts store has. Stock LT1 stat is an engine specific 180degree and I would just stick with that. A regular smallblock stat will fit but is not really right since the LT1 stat has 2 valves it uses to control flow.
Far as towing yeah the tow package Fleetwood is rare, the 3.42 gears would be the only really nice thing about that package though.
Far as wanting to tow with an LT1 the Caprice/Roady sedans and wagons with the tow package were rated at 5000lbs with 2.93 gears, reality is there are a BUNCH of guys hauling b-bodies around behind b-bodies and the lightest stock chassis drag Caprice I know of is still over 3200lbs without drive and that is cut up in a BIG BIG way, most lightened b-bodies are still 3600+ without driver. Guys just make some common sense upgrades like 3.42-3.73 gears, maybe some AirLift bags and quality shocks and make sure the car is well cared for.
The "tow package" b-bodies sometimes got crappy self leveling rear shock systems, but really the only change was the mechanical fan which SUCKS because it makes the car sound about like a bi-plane it is the tightest viscous fan clutch I have ever seen and it might be helpful on slow climbs up a mountain in the desert in july but in reality the electric fan of the non-tow package cars cool just fine.
Supposedly the only reason GM offered the Fleetwood with the 3.42s and 7000lbs rating was the longer wheelbase which can be advantageous with heavy loads, otherwise brakes hardeware and drivetrain hardware are the same as the non-tow b-bodies
