Question HVAC Vacuum Line Help

I was researching why since the turbo was put in that the HVAC will only blow air through the defrost vents and floor. I read that that usually means there's a vacuum line issue. I looked under the hood and traced the line from the intake to this port I attached a picture of. There's the line from the intake and another coming from somewhere attached, but it looks like there is supposed to be a third line attached to it. I can't seem to find anything that covers this. Anyone know how this is supposed to be?

Should go to a canistor under the front PAX frame horn

Man, you guys are life savers. I can't believe how much stuff this shop just tossed in the trash! Time to visit the parts department or a junk yard!
