Are there supposed to be plugs here?

Default Are there supposed to be plugs here?

I can't seem to find solid info here. I read about the oil galley plugs, but I wasn't sure if these are supposed to be open like this.

What is pictured looks normal to me.

It is normal. Those are oil returns that keep the timing chain and gears lubricated.

Correct. However, Moroso used to sell a pair of press in "screens" that fit in these openings. The purpose of these, is if anything in the valvetrain "grenaded", it would help keep the debris contained. I'm not sure, however, if they still sell them.

Leadfoot is correct my engine builder epoxied the screens in my block front and rear for the reasons explained by leadfoot.

I see they do still sell those as part of a kit. Front and rear screens and plugs for the return holes along the cam. I'm guessing that for a car that sees the street and does road racing I should not use the plugs?

For primarily street use, you're probably OK without them. But on the other hand, I don't think they're all that expensive, so if you can get your hands on them, it certainly wouldn't hurt.
