Thats not accurate. Go over to CamaroZ28.com and do a search. There was a number of people that did dyno testing that showed on cars with bolt ons, and some with H/C the flowmaster was 20+HP LOWER @ the wheels. Its been a while since I have researched this, because I have seen enough proof to make the case. There was another guy that was calling BS, then he had his car dyno'd back to back with the flowmaster, and then with the cutout open and picked up somewhere between 17-20 RWHP.

You can get a Midwest or TCI converter new for about $450 but Im not sure about the price of the install. I did that myself. As others have said, its by far the best bang for the buck mod I did. Gained .7 of a sec in the 1/4 with it. There is one big problem with going with a stall converter though. Traction.

I went 1.63 a few times with my setup and the only suspension I have is BMR LCA's and relocation brackets with a Eibach ProKit on DR's. I could probably squeeze a little more out of it with a set of SFC's.

Im gona have to say............Converter. If you have a good mechanic, I could see it all being done for 1200 bucks.

Where can I go to get some relocation brackets? Any mechanic? Also, where should I buy it?

I say get the converter,if not then get a decent catback exhaust or a cutout.

You don't need the LCA relocation brackets until you have the car lowered,I would also suggest some aftermarket lower control arms if you do the brackets
