harmonic balancer question

I don't understand the concept behind this balancer. Does it bolt on to your underdrive pulley? I thought the ud pulley also acted as a balancer. Is the ATI Super Damper for high hp and rpm applications or something?
Also, what bolts are included in their balancer bolt kit(ARP). Just click on balancer bolts on the left side of the page if you don't know what I'm talking about. Does this include a crank bolt? What other bolts does it include?

It is a complete hub and balancer assembly. You will not be using the 2 peice hub assembly. Your exactly right, the balancer is intended for high rpm rotating assemblies. If you have a stroker, or shift at about 7 grand. This item is a must to prevent crank vibration.

Wait a minute. It looks like a crank hub and balancer. Is it also used as your crank pulley? Some pulleys, like March, just piggy-back on your stock damper. Is this more like ASP, which is a pulley and balancer combined? However, this would be, then, a pulley, crank hub, and balancer all in one. It must not be underdrive, or else it would say so, right?
