Running a cooler TStat lets the incoming air be cooler. Cooler air is more dense, and denser air means more is getting into the engine.
from the outside, remember. a cooler engine does not change the air inside the plenum to be any cooler. the air goes in and out so quickly, that the temp does not change that dramatically once it's sucked it. a cooler engine only affects the air trapped under the hood (which after-market systems don't suck air from anyway).

EDIT: Typo. Also, forgot to add that cooler intake air temp helps exhaust temp too, which means freer flowing exhaust. (Thats why you use exhaust wrap or splurge for the ceramic coated headers.)
exhaust wrap or coated headers are used to insulate heat, which causes better exhaust scavenging. it also retains heat so the surrounding air doesn't warm up, causing lower intake temps ONLY for crappy, stock intake setups which suck air from underneath the hood as opposed to outside the compartment. Again, for Ram Air/CAI, this intake temp factor does not apply!
