Well what have you done?

Start with a good complete tune-up and take it from there... if you have a friend or know a HS with an auto shop might be a good idea to check emissions there to see if there is any improvement.

What area(s) did you fail?

As far as a "friendly" shop -- bad idea, IMO....since if the one you happen to try to tip is not friendly, I believe there are some sort of penalties/etc...

if I had to guess, I would say bad cat will give you high nox values, it did for me, I put a new cat and cleaned the egr and it passed, as for the hc I have no clue, good luck

New cat. And if that doesn't fix it, dump 1 gallon of denatured alcohol in the tank, fill up the rest with premium. I can neither confirm nor deny that this will bring your HC levels down to almost nothing.

Do you have codes? (Edit) I guess not since you were inspected.

Change your oil, change thermo if colder one, put in cleaner burning fuel.

has anything at all been done to the car? a low temp t-stat will sometimes hurt you when it comes time for emissions

man tha car is bone stock and i got my sticker to but still tell me what to do.
And to 94fbody i think its a bad cat to hmmmm wonder if this would be a great excuse for a new catback exhaust lol

high hc and high nox will indicate you are running lean. high hc and high co indicates rich. the twc cat will take care of all those but the egr helps more with the nox. ive heard alcohol does wonders.
