Is this an upper cat

Hi I got my car and I was told it had no cats, but then when I'm under the car I notice I still have the thing I circled in red, I wanted to know if its not a cat what is it? thanks for any help

That is just a piece of flex pipe.

But that object downstream from it is a cat.
