VSS is not working after rebuilt T-56

VSS is not working after rebuilt T-56
I disconnected all the electrical plugs, removed trans.
Had trans rebuilt.
Connected all the wires. Now NO vss. No, reverse lockout an dthe car dies whenever I slow down from crusing.
I changed the VSS. No joy.
Checked to see if the reluctor ring was there. It was.
Replaced both wires all the way to the ECM/PCM. No joy.
The transmission guy who rebuilt the trans swears it cannot be mechanical, and say that the ring was on fine and its not his problem.
So I am out of ideas.
All I can think of now, is checking the 5v DC reference voltage. if that is good, then I would guess the PCM is bad? I mean it was working fine before I removed the trans.

The lock out doesn't even have the same plug. The lock out and skip shift have the same. Reverse lights and VSS are different as well.
Plus I ran two NEW wires all the way from VSS to the ECM pins.
The VSS is getting it's 5VDC voltage. So the only thing I can think of is the transmission.
