Default hole in cap of clutch fluid lid?

I havent got a chance to look again because its been raining for a couple days...but is their supposed to be a small hole in the top of the lid where you put clutch fluid in? I kinda thought it would be sealed but not sure...

There is supposed to be a hole, but it still is kinda sealed from the environment by the rubber piece that sits right under it (I think called the moisture guard).
