Default Il car registration question

If I buy a car in New York from a dealer I can pay taxes when I register to the DMV, correct? Would I only have to pay their flat rate fee (2004 car) for taxes? Like not the typical 10% sales tax, or will they still find a way?

If you transfer the the title to IL title you will have to either show bill of sale and pay a tax or you pay a flat tax on year of the car.

What determines if it's a flat (per year) tax or 8%

If you have bought it from a dealer with a bill of sale they base it off what you paid for the car.

If it was a private sale (person to person) then they base it off the model year.
