just calculate how long it takes you to go 10sec flat look at your time slips i bet it is somewhere around the 1000 ft mark....so 320ft what is the average car length...i think you can do the math from here

Depends, is it a 10.0 car or a 10.99 car? Also, general rule of thumb is 10 lengths is a second. So...depends how much you want to gamble and how good of a leave that you get on the other car
8-10 cars is a second, the hit can be anywhere from less than a tenth to .5 seconds, sometimes more. If his car is a 10.0 and you run a 12.0, you should be able to take him with 16 and no leave. What merits the hit? Are you on a street tire and he's on a boot? If you are both on the same tire, then you don't deserve the hit. Sorry, but that's not fair. If you're both on a tire, tell him 16 and you'll be fine.

The car that gave me the 16 & the hit was a 8.80 car, and he beat me by about 10.
