Kuwait classifies as theater, OEF/OIF merged into one around April 03.

OEF is worldwide...the reason you don't see it specifically on your Afghanistan campaign is because that's only one subset. So, yes, you're an OEF veteran. OIF you were supposed to be in country. In support of an op is not on the operation itself. So OEF, yes, OIF, no.

It was when I was there in 2003 (Feb - May). I didn't get the OIF medal because I wasn't in country long enough. I came home about 10 days after we moved into Iraq (mid May). Before that I was loading bombs on A-10s in Kuwait but I was told that doesn't count as the AOR. I was initially given the medal but no campaign star. When I asked about the star I was told that I was in place before the campaign began so I am not eligible...
Hopefully you have better luck than I have had so far.
Edit: Finally got my records updated and corrected. I ended up getting the campaign star.
