It's retarded, they go by rate (I think y'all call it MOS?) for percentages... So the intel/IT guys are usually close to 100%, but others are really low...
For example, it took me 9 cycles to pick up E5, and I had good evals and award points. I remember for three cycles in a row, E5 was 1.8, 1.9, and 2.1 percent for my rate. It jumped up to 13% a little over a year ago, that's when I finally picked up.
I'm up for E6 in a year, and I'm dreading trying to pick up with as much as we're downsizing. What really sucks is having these intel and nuclear propulsion guys spend two years in school, leave there as an E5, then pick up E6 at four years... Here I am with 6 years in, listening to some assclown with no deployments under his belt and no clue how to lead.
