ive worked with that machinery in my craft with Union Pacific. Its called the TRT-909 on UPRR. The Cranes at the start are called Gantry Cranes and they are VERY dangerous as vision is restricted and most of the time your watching a video camera. On a good day that machine will lay close to 4 miles of skeleton track a day.

yes the rail is pre-welded ahead of the train. We use high amounts of electricity to weld 1320ft sticks of rail together. When the rail is laid the old is rolled out and the knew rolled in. Just before the rail sets in the new concrete ties it is heated to a desired Rail neutral temperature to avoid the rails growing and buckling in the summer or shrinking too much and snapping in the winter.

the machine at 3:45 is called a plasser Track Finishing Machine. Its job is to fill the track cribs full of Rock and clean off the tops of the ties. It also build a should with a 3' to 1' slope with give the track 90% of its holding power.
The machine at 4:08 is a machine like i operate. It is a plasser tamper. This one is a triple headed 3X. mine is only a dual headed unit. Its job is to lift the track off of the bare ground and level both rails. It also has the ability to line the track straight or curved depending on the location. Finally this machine is stabilizing (shaking down the track, rock(ballast), road bed) to ensure the safe movement of trains and other machinery. It does this by picking up the rail with a Jack beam (what you see in the video rolling along the rail) the sticks the heads (large looking steel paddles) into the ballast.

The final piece of machinery you see is called a ballast train. It is dumping more new rock for another 3x and track finishing machine to lift, line, level, and clean the track for a final product.
Best i could do for narration.
FYI the concrete ties are spaced 2'ft apart.
