There are such things used for the deterent of SAMs and air-to-air as well. In this case I don't know why maybe just a "Hey look at me I did it", type of thing.

He released them for show, more than likely they were returning from deployment.
Yeah flares are for IR heat seeking warheads. They use chaff for RF(radar) seeking missles.
