No offense at all but do you know what HDR means? It has nothing to do with contrast or light levels, etc. It's a way a photograph is taken.

Beautiful work by those that know how to do it well.
Some more: Despite time of day the clarity will cover the entire canvas.
In the first picture he captures the sky in focus, the second shot he captures the architecture, and in the third he captures the water line and below.
