PayPal is the worst for refunds or fraud resolution. If the person who you send money to transfers the cash out of is PayPal account, they will not do crap.
Only way is to use a credit card payment and have your card deduct the money from PayPal. They will close your account at that point but at least you have your money back.
BTW, this PP scam is now quite well known and being used alot. The ONLY way to be sure is to use a CC on each transaction.

Guess what?? Still no refund. Plus PayPal finally closed the case..No money yet for me I guess. Here's what they had to say:
Our investigation of this complaint is now complete.
The seller did not respond to our requests for confirmation that the package was shipped to your address. Therefore, we attempted to award you a full refund. Unfortunately, there were insufficient funds available in the seller's PayPal account to complete the refund.
PayPal does not consider this a satisfactory resolution of this complaint. We have taken action against this seller's account until the complaint has been resolved.
No further action is required of you at this time.
We value your business and regret this experience. Any portion of the payment which was funded with your credit card will be refunded directly to your credit card. Credits to a credit card generally take 2-3 business days to post, and may not be immediately reflected in the card's balance

did you pay via paypal direct checking withdrawal or via paypal credit card? If Credit card, at this point, let the lawyers for your credit card company pick up the fight...

In rare instances when paypal does refund to a credit card, they immediately put your account in the negative for that same amount, and suspend your account (except for deposits) until you pay them the money back.
When you signed up for paypal, you agreed to never seek nor accept a chargeback or refund to your credit card account.
(sorry not trying to hijack, I've been screwed by paypal and try to warn people when I can)
